With reference to your despatch No 312 of the 15th of
October last, I have the honour ie inform you that I shall
be glad if you could see your way to make an exception in
favour of Mr Wei Yuk, whereby he might be re-appointed as
--
a member of the Legislative Council for a term of three
years.
My reasonsfor making this recommendation are se
follows:-
(a) Mr Wei Yuk, as I informed you in my Confidential
despatch of the 16th June 1913, still enjoys my confid-
-ence.
(b) He has rendered more loyal & more valuable services
to the Colony than did Sir Kai Ho Kai. The latter was
allowed to complete four terms of appointment as a member
of the Legislative Council. There is, therefore, good
reason for permitting Mr Wei Yuk te be appointed før a
further term teo.
(c) In the steamer by which I travelled from Shanghai at
the end of last year, there came te Hongkong an emissary
from the Central Governments at Peking. This man is
credited with having told a leading member of the Chinese
•
Community here that the two Chinese members of the
Legislative Council were to be deprived of their seats on
the Council.
This story was repeated to Mr wei Yuk & he took very
